Beatriz Joseph, Ed.D.

Dr. Beatriz Joseph serves as the Vice President of College Services at Palo Alto College, a public two-year Hispanic Serving-Institution in San Antonio, Texas serving over 9,000 students in the greater South Central Texas area for over 30 years. Since 2010, Dr. Joseph has been responsible for implementing an $30 million annual operating budget and has overseen key college support operations including Institutional Research, Planning, and Effectiveness, Resource Development and Grants, Campus Budget, Information Technology Services, and Auxiliary Enterprises.  She has provided leadership to all performance excellence activities and has worked closely with the President and college community to develop, implement, and evaluate initiatives that align with the institution’s strategic plan and its focus on Students First. During her tenure at Palo Alto College, Dr. Joseph has championed the implementation of Participatory Budgeting, an inclusive, committee-based method of managing a portion of institutional funds by annually engaging the college community to directly decide how funds can be used to best benefit students, faculty, and staff. This practice has enhanced openness and collaboration on campus, and the Quality Texas Foundation commended the Participatory Budget process for its transparency and ability to foster innovation in 2015 when Palo Alto College won the Texas Award for Performance Excellence.  

Dr. Joseph earned a Bachelor of Science in Business Administration from Southeast Missouri State University, a Master of Management Studies from the University of Waikato in Hamilton, New Zealand, and a Doctorate in Higher Education from the University of Georgia.
