Dr. Davin E. Brown is a transformational higher education leader dedicated to advancing student success, equity, and institutional excellence. A proud native San Franciscan, her work is grounded in a deep commitment to expanding access and improving outcomes for historically marginalized communities.

Dr. Brown serves as the Vice President of Student Services at Sacramento City College, where she provides strategic leadership for student services, enrollment management, and equity-centered initiatives. She has played a key role in advancing the college’s pursuit of California’s Black-Serving Institution designation, leading cross-functional efforts to improve gateway course success, strengthen first-year momentum, and build systems for data-informed decision-making and early intervention.

With more than 20 years’ experience in higher education, where she is known for leading with courage, strategy and heart, Dr. Brown builds cultures of accountability, belonging, and excellence. Her leadership is grounded in culturally responsive practice, collaborative governance, and a commitment to designing institutions that reflect and serve the students they enroll.

In addition to her executive leadership, Dr. Brown is a founding member of Secrets of the Queendom, LLC, a leadership and empowerment platform that supports Black women in higher education through sisterhood, strategy, and self-actualization. She is also a board member for The Coalition, a statewide collective of higher education leaders united to address systemic inequities in the California Community College system through advocacy, leadership development, and collective action. Dr. Brown is also a former board member of the Capital Black Chamber of Commerce, and an active community advocate. She is a trusted mentor, speaker, and advocate for educational equity and leadership development for all.

Dr. Brown’s leadership is defined not only by what she builds, but by who she elevates, centering equity, possibility, and the unwavering belief that institutions must rise to meet the brilliance of the students they serve.
