Julio Vargas-Essex

Julio Vargas-Essex serves as Vice President of Student Affairs and Enrollment Management at North Hennepin Community College (NHCC), where he provides strategic leadership for student success, enrollment, and holistic student support services. A member of the President’s cabinet, he oversees a broad portfolio that includes admissions, advising, financial aid, student life, counseling, academic partnerships, and strategic initiatives designed to improve access, persistence, and completion for all students.

With more than a decade of leadership experience within the Minnesota State system, Julio is widely recognized for advancing student-centered strategies that drive measurable outcomes. His leadership has contributed to significant increases in student enrollment, expanded access to support services, and strengthened pathways to completion and transfer. He has led major institutional initiatives, including the implementation of guided pathways, strategic enrollment management planning, and cross-sector partnerships that connect education with workforce needs.

Julio has also secured and managed significant grant funding to support student mobility, workforce development, and community partnerships. His work has been recognized through regional and community awards, including honors for advancing student access and impactful collaboration. In addition to his institutional leadership, he is actively engaged in the community, serving on multiple boards focused on education, workforce development, and closing opportunity gaps.

He holds a Master of Arts in Applied Psychology from Metropolitan State University and a Bachelor of Arts in Psychology from the University of Wisconsin–Stout. Julio is also a published author and committed educator, serving as community faculty and contributing to the development of future leaders in higher education. In his personal time, Julio enjoys spending quality time with his family and friends. He is an avid music fan, and during the summer months, he is at an outdoor music festival.
