Dr. Stephanie R. Bulger is the eighth president of Lane Community College (LCC), where she has made workforce innovation, talent development, and equitable student success the organizing principles of institutional change. She believes community colleges are uniquely positioned to advance economic and social mobility across the career lifespan, as learners return again and again to strengthen skills, credentials, and agency.
Since joining LCC in 2022, Dr. Bulger has translated that belief into results. LCC has achieved sustained enrollment growth, a Moody's credit outlook upgrade, and raised $15 million in two years to support College programs, scholarships, and capital projects. These gains have created the financial foundation for bold, student-centered reform.
Before joining LCC, she served as vice chancellor at the San Diego Community College District and had a formative tenure at an educational technology company, where her commitment to scalable, equity-centered innovation took root. That combination of institutional leadership and industry experience has shaped how she approaches talent development, partnerships, and education to meaningfully improve student outcomes.
In 2025, she was appointed to the American Association of Community Colleges' Commission on Economic and Workforce Development and the Association of Community College Trustees' Advisory Committee of Presidents. Both appointments reflect her growing engagement in national conversations about governance, policy, and the future of community college education.
She serves on the boards of Oregon State University, the Community College Humanities Association, HERDI National, and the Eugene Area Chamber of Commerce.
Dr. Bulger holds degrees from Brigham Young University, the University of Utah, and the University of Michigan. She lives in Eugene, Oregon.
