Dr. Markland joined Sinclair College in 2009 as the Senior Director of Student and Academic Support Services. Starting in 2010, Dr. Markland served as a campus lead for Completion by Design, a Bill and Melinda Gates Foundation initiative aimed at improving completion rates among community college students. In October 2012, he was appointed to serve as Sinclair’s first Vice President of Regional Centers. In December 2016, he assumed leadership of student enrollment, engagement, and success areas, including: Admissions and Marketing, Enrollment Management and Operations, Financial Aid and Scholarships, International Education, Registration and Student Records, Student Affairs, Student Enrichment Programs, and University Partnerships as Vice President for Student Development. Scott was named a Senior Vice President in July of 2018. Most recently, in January 2025, he served as Sinclair’s interim Provost.
Dr. Markland has provided leadership for a range of initiatives across the college student development lifecycle, including high school and community outreach, integrated enrollment support and welcome center, Pell grants for prison education, university transfer partnerships, in-person and online international education experiences, college for life-long learners, annual college-wide equity summit, basic needs and mental health support, African-American Male Initiative, employee on-boarding and development, strategic enrollment management linked to in-demand fields, embedded student affairs professionals in targeted academic courses, stopped-out student recovery, and many other initiatives to help students enroll, engage, persist, and complete high-value college credentials leading to living-wage employment.
Scott serves on the Strategic Ohio Council for Higher Education, Ohio Association of Community Colleges Chief Student Affairs Officers Council, and as a Board member for Bottom Line Ohio. Before joining Sinclair, Scott held administrative and instructional roles at the University of Dayton and Miami University.
Dr. Markland holds a BA and an MS from Wright State University, as well as a PhD in Higher Education Administration from Ohio University. He continues to lecture and teach on topics related to higher education, including student development, innovation, and leadership.
