Responding in the Moment: Policies to Advance a Next-Generation Transfer System

The COVID-19 pandemic heightened the focus on student mobility and the transfer process, increasing the urgency for institutions, systems, and states to develop stronger, better-aligned transfer pathways. Two briefs—created by the Aspen Institute in collaboration with HCM Strategists, Bruce Vandal LLC, and transfer researchers Shanna Smith Jaggars and Marcos Rivera—offer actionable policy and practice recommendations to improve outcomes for transfer students. These recommendations aim to address both immediate needs and long-standing structural barriers to transfer success and equity.
