The State of State Transfer Policy: A Typology to Evaluate Transfer and Recognition of Learning Policies

The COVID-19 pandemic disrupted college plans and attendance for countless Americans, with enrollment particularly down at open-access community colleges. The pandemic further complicated the transfer process, already difficult for many students. To address these issues, HCM Strategists launched the Tackling Transfer initiative in 2018, developing a comprehensive national transfer policy scan. This scan identifies 16 key state or systemwide policy elements that support student transfer, improve credit applicability, and recognize student learning. This research serves as a working paper to inform policy development and advocacy, aiming to improve transfer outcomes for students across the country.
